Unfortunately, we see things like this pretty often. I suppose the person who "planned" the site didn't really know why he had a pointless site map page. He just thought it was something that was supposed to be on a website.Don't jump to any assumptions when picking your pages. You might need some of the conventional pages (home / about / services / contact) but try to personalize them and be intentional about how you organize information.
